Planning Applications for Clapton CAAC Thursday 20 April 2017

 

2017/0921 162 A Lower Clapton Road E5 0QJ Installation of anti-damping measures (Ashleigh Richards 020 8356 7019)

This application evidently needs to be considered in light of detailed comments from Historic England (given their previous objections). Our concern is that the proposal does not appear to drain any water but rather collects it behind the membrane. It may be that the pump/draining arrangements are omitted from the plans - in any event the arrangement should be clarified to avoid causing further irreparable damage to the historic fabric.

 

2017/1085 255 Evering Road E5 8AL Erection of rear dormer extension and rooflight at rear, new rooflighst at front and side elevation and new shylight (Sissi Yang 02083561352)

The unusual, large side rooflight seems satisfactory though we are not sure to what extent in complies with SPG, and note it offers limited benefit - mostly lighting stairwells.

 

2017/1342 1-6 Belz Terrace 40-42 Overlea Road (Formely known as Moreshet Hatorah 96 Clapton Common) E5 9AL Installation of roof plant, including air handling, air conditioning units and duct work, to roofs of school building and synagogue (Tim Wild 0208 356 8253)

It is disappointing that the plant has been considered so late in the construction of the scheme. The salami slicing of the planning applications for this site has occupied a vast amount of planners' time and should not be allowed to compromise the final design. The building is positioned prominently on Clapton Common and adjacent to a listed building and it's appearance has a great effect on the Common and the conservation area. The drawings supplied are insufficiently detailed and the wireframe CGIs, unconvincing. Dimensioned plans and elevations of the plant are required as well as some (ideally verified) views from across the Common. On the face of the limited existing submission, the proposed plant is likely to harm the appearance of both the host building and the Conservation Area by being excessively bulky and unsightly.

 

2017/1287 1-6 Belz Terrace 40-42 Overlea Road (Formely known as Moreshet Hatorah 96 Clapton Common) E5 9AL Erection of external lighting scheme to various elevations/roofs of school building and synagogue (Tim Wild 0208 356 8253)

We note there has been extremely bright floodlighting of the building in recent months which has, apparently, been turned down in recent weeks. We are concerned that the wash lighting might unduly harm the setting of the listed buildings adjacent, the Common and the Conservation Area, and provide significant light pollution if the building is as brightly lit as it has been in recent months. Whilst the low-level lanterns are acceptable the wall wash lighting is potentially problematic and if officers are minded to grant permission then it should be on the condition that the lights are dimmable and that the level of illumination is reviewed in due course.

 

2017/1272 Princess of Wales 146 Lea Bridge Road E5 9RB Installation of replacement swing sign (within an existing pole & frame), replacement wall mounted sign on the south west elevation; new pictorial sign (wall mounted) & new written sign painted directly on to the south east elevation; new pictorial sign (wall mounted) on the first floor and new written sign including the reposition of 4no external downlighters to the new sign on the northeast elevation and a painted sign on timber planters on the northwest elevation. We have no objection to the proposal save to suggest that more detail of the proposed design of the two round wall paintings are secured and approved before implementation.

The Clapton CAAC has no objection to the proposal but note there is currently no shopfront elevation or advertising consent application so there should be no elevations changes until a relevant application is made and considered.

 

2017/1055 Flat A 100 Cazenove Road N16 6AD Replacement of 3no. windows to the front elevation. (Ashleigh Richards 020 8356 7019)

The Clapton CAAC has no objection to the proposal.

 

2017/0825 26 Oldhill Street N16 6LB Conversion from single dwellinghouse into two self-contained residential flats For the purposes of consultation only, the proposed accommodation would comprise one x 2-bed unit and one x 4-bed unit) (Catherine Slade 020 8356 8056)

The Clapton CAAC has no objection to the proposal but question if the proposed drawings are accurate as the only change appears to be a door at the top of the stairs in plan.

 

2017/1236 132 Osbaldeston Road N16 6NJ Insertion of two double patio doors on the lower ground floor rear elevation and associated landscaping to the rear garden. (James Clark 020 8356 7731)

The Clapton CAAC has no objection to the proposal.

 

2017/0956 55 Osbaldeston Road N16 7DL Erection of single storey rear extension, replacement of the existing rear first floor lean-to structure with an extension of a similar footprint, alterations of fenestrations at basement level to the rear and new windows at ground and first floor levels. (Sissi Yang 02083561352)

We note the large ground floor extension exceeds SPG but is nonetheless acceptable. We suggest that implementation of the green roof be secured through conditions to avoid the area becoming a terrace.

 

2017/1247 TFL Bus shelter Advertisement (OPP No.16) 16 Northwold Road N16 7HR Erection of double sided structure featuring a static illuminated six sheet paper advertisement panel on both sides. (Ashleigh Richards 020 8356 7019)

The Clapton CAAC has no objection to the proposal provided there is no digital screen advertising as implied by the TfL letter of support.

 

2017/1239 18 Northwold Road N16 7HR Relocation of a window at first floor level in the rear part of the building from the West Elevation overlooking Garnham Street Car Park to the South Elevation facing Garnham Close. (Nick Bovaird 0208 356 8291)

The Clapton CAAC has no objection to the proposal but suggests that a condition be included to reuse the existing brick or if not possible, matching reclaimed bricks.

 

2017/0567 53 Andrews Road E8 4RL Change of use from a single dwellinghouse to 2 x self-contained residential units and associated elevational alterations including reinstating a window opening in the front elevation and creating new window openings in the rear elevation. We note this is marked as in the wrong CA. It should be in Regent's Canal - Central & South Hackney CAAC
