2018/4349 Land Adjacent to 5 Clapton Square E5 0NS Erection of a four storey residential building to provide 7 self contained residential flats (Class C3) with terraces to the front facade at 3rd floor level. (Louise Smith 0208 356 8061)

Whilst the scale and massing are broadly acceptable, the primary elevation need considerable revision if the scheme is to fit comfortably in the streetscape and not dominate views in the Square. In particular the relative proportions of the floors do not successfully reference either the prevailing Georgian proportions of the rest of the square nor (perhaps understandably) attempt to mediate between the immediate neighbours. The result is oddly commercial - redolent of a small opera house or banqueting hall rather than of a residential scheme. It is most certainly the expression of the dominant, large second floor that is discordant and seems to have driven the facade design evolution. Other forms of expression of the facade should be explored.


2018/4221 Flat B 199 Brooke Road E5 8AB Erection of a rear dormer roof extension and insertion of roof lights to the front roof slope (Danny Huber 020 8356 1453)

Although somewhat lacking in detail the application is broadly acceptable provided details of the front rooflights are reserved or secured (to be uniform and in a conservation style). Additionally we note the application form refers to 'replacement' UPVC windows although the drawings do not indicate anything other than new windows to the dormer. Further clarification or details should be sought, in any event the profile of tilt and turn windows tends to be unsatisfactory and should be reviewed.


2018/4206 56 Clarence Road E5 8HB Erection of a mansard roof extension in order to create a one bedroom flat (Raymond Okot 020 8356 8080)

The proposal fails to retain the valley-form of rear roof and is therefore contrary to policy. Surrounding context should be carefully checked before consenting to the erosion of the form or deviation from an emerging rhythm. The planning statement alone asserts that UPVC windows will be used. This would be contrary to policies on sustainability and design and therefore unacceptable - in particular on the front elevation.


2018/4403 24 Geldeston Road E5 8RQ Erection of two storey rear extension over ground and first floor levels of the property (Raymond Okot 020 8356 8080)

The Clapton CAAC has no objection to the proposal save to suggest more work is done to resolve the unfortunate collision of the 2-storey flat-roof with the neighbour's existing hip-and-gable outrigger.


2018/4080 Flat A 49 Reighton Road E5 8SQ Erection of single storey rear extension (Raymond Okot 020 8356 8080)

The Clapton CAAC has no objection to the proposal. However we observe that in unifying the form with the neighbour's extension, the garden party wall now has a critical role in breaking up the combined mass of the extension. Details of materials should be secured by condition.


2018/4044 Flat 1 17 Clapton Terrace E5 9BW Single storey lower ground floor extension and internal reordering (Jeni Cowan 020 8356 1371)

This is Listed Building Consent for the associated application 2018/3188 to which we objected in October 2018. As this application does not appear to impact our concerns on the Full Planning Permission, our previous comments apply to both applications.


2018/4177 and 2018/4184 408 Mare Street E8 1HP Erection of front and rear dormer extension, elevational alterations and conversion of the upper floors from a betting office (use class A2) to three bed maisonette (use class C3). (Micheal Garvey 020 8356 8053)

The Clapton CAAC has no objection to the proposal.


2018/3967 343 Mare Street E8 1HY Change of use of first, second and third floors from office (A2) use to residential (C3 use) and erection of a roof extension to create 1x1-bed and 1x2-bed self-contained flats, and associated external alterations including replacement of windows. (Danny Huber 020 8356 1453)

The Clapton CAAC objects to the proposal which is substantially inferior to the consented scheme as it takes the form of an incongruous mass that is discordant with the host building and surrounding context and as a result fails to either preserve or enhance the conservation area. The incorrectly-drawn line-of-sight (section CC) only serves to prove the addition is highly visible both front-on and in transverse views from at least the middle of Mare St.


2018/3101 13 Kenmure Road E8 1JU Erection of two rear dormer extensions and rooflights, single storey rear extension at ground floor level, and excavation of enlarged basement with front and rear light well with stairs leading up to rear garden and other associated external alterations. Proposal is to facilitate the conversion of the existing residence into 3 self-contained flats. (Louise Smith 0208 356 8061)

Three rooflights in the front roofslope are contrary to policy, however a case could be made that the three proposed here are modest, and regularly placed - mitigating the harm, and are possibly more satisfactory that the two larger rooflights in the consented scheme. That said, the plan does not support the need for three rooflights.


2018/4255 35-37 Kenmure Road E8 1JU Erection of three storey building to form A1 retail at ground floor and two flats above comprising of 2x3 bed flats (Micheal Garvey 020 8356 8053)

The proposal is broadly acceptable but some of the design detail in the front elevation is irrational, over complicated and dated. It could do with some rationalisation. As we have said with previous proposals on this site, the ground floor retail needs public realm support from the LA to maximise it's viability and connect it to the District Town Centre in which it sits.


2018/4258 Flat B 87 Cazenove Road N16 6BB Erection of a single storey rear conservatory. (Alyce Jeffery 020 8356 1804)

The Clapton CAAC has no objection to the proposal.


2018/3972 8 Chardmore Road N16 6HX Change of use of dwellinghouse (Use Class C3) to school (Use Class D1). [Retrospective application] (Gerard Livett 020 8356 8398)

There is no Planning Statement or Design and Access Statement (save for a blank holding document) upon which the application can be judged. We note this is a retrospective application for a use which is said to have begun on 15 May 2018. This is patently not the case (the use having begun some years ago) and the application needs both a clear planning statement and a detailed history of previous applications and enforcements.

The Clapton CAAC has no objection to the proposal subject to detailed materials and design being secured by condition.


2018/4020 74 Filey Avenue N16 6JJ Excavation of the existing basement level, erection of single storey rear extension, erection of a first floor rear extension, installation of two lightwells to the front and front/side elevations and one lightwell to the rear elevation, and erection of a rear dormer roof extension. (Alyce Jeffery 020 8356 1804)

The cumulative effect of the proposed extensions, on top of pre-existing extensions result in moderate overdevelopment of the original building at the rear and a clumsy, negative impact on the rear elevation. In addition the design is perfunctory and we are not convinced the dormer can be successfully extended in the way proposed.


2018/3995 43 Filey Avenue N16 6JL Excavation and extension of basement including enlargement of front lightwell, enlargement of existing openings to front and rear elevation at basement level; and introduction of replacement door to front elevation to provide an additional self-contained residential unit at basement level. The Clapton CAAC has no objection to the proposal.

The Clapton CAAC has no objection to the proposal.


2018/4490 31 Maury Road N16 7BP Erection of a single storey rear extension at lower ground floor level, insertion of 3 rooflights in front roof slope, removal of existing door at ground floor level and rear external stairs, replacement of window with a door at second floor level and erection of a roof terrace at second floor level (Danny Huber 020 8356 1453)

The Clapton CAAC has no objection to the proposal except to suggest that the plans do not support the need for three rooflights on the front roof slope (which would be contrary to policy), particularly when the smaller rooflight could be relocated to the rear slope, and/or the two larger lights be replaced with a single rooflight.
