The Clapton CAAC has no objection to the proposal, save to request more details of the location of the soil pipe vent. As proposed it appears to be unnecessarily obtrusive.

 

2018/2707 40 Durlston Road E5 8RR Erection of rear roof extensions (retrospective). (Danny Huber 020 8356 1453)

The Clapton CAAC cannot ascertain with any certainty what is proposed on the basis of plans supplied. But if the proposal is to retain what is labelled as "Existing" then we object. The properly consented scheme was satisfactory and this is a considerable departure which rises above the ridge and is contrary to Hackney policy.

 

2018/3196 Land adjacent to Sutton House 2-4 Sutton House Homerton High Street E9 6JQ Removal of condition 3 (temporary period of retention of vehicle structures) attached to planning permission 2013/2703 dated 25/10/2013. Effect of condition removal would be to allow the permanent retention of vehicle structures at the site. (Gerard Livett 020 8356 8398)

The Clapton CAAC has no objection to the proposal.

 

2018/3015 34 Forburg Road N16 6HS Erection of a flat roof rear dormer and single storey side and rear (wraparound) extension at ground floor level. (Isaac Kirk 020 8356 4778)

The Clapton CAAC objects to the poor quality design and feel it is not worthy of the Conservation Area nor the host building. Further we believe it wouldn't take much effort to specify less offensive materials, windows and doors.

 

2018/2663 34-36 Filey Avenue N16 6JJ Demolish the 3 garages and build a 2 bedroom house. (Jeni Cowan 020 8356 1371)

The Clapton CAAC feels the massing is satisfactory but the detailed design fails to reach a standard necessary for the most rudimentary of additions to the Conservation Area and adjacent terrace. The proposal neither compliments nor enhances the Conservation Area and has no more charm or merit than of a garage with windows.

The Clapton CAAC has no objection to the proposal, but is puzzled as to what the purpose of the application is, given that 2013/3352 seems to provide the necessary consent. Any clarification of a material difference should be pointed out more clearly.

The Clapton CAAC has no objection to the proposal.

 

2018/2987 Ground Floor Front And First Floor Rear Flat B 56 Ickburgh Road E5 8AD Replaceme of existing front bay timber window with Upvc vertical sash windows. (Raymond Okot 020 8356 8080)

The Clapton CAAC objects to the replacement of timber windows with uPVC.

 

This application is substantially identical to the refused application of the next door neighbour (2017/3166) and the same arguments apply in this case, notwithstanding that the neighbour is also seeking to appeal related enforcement action (2016/0575/ENF). We note, in particular the arguments advanced in para 4.8 of the Residential Extensions and Alterations SPD, and the strong wording in the more recent Sustainable Design and Construction SPD which assert that "PVC windows are not acceptable... within conservation areas..."

 

On visual appearance alone, by virtue of its inappropriate material, this application would harm the character and appearance of the CA and subverts the integrity, quality and longevity of timber sash windows, and is not a form of sustainable development.

 

2018/3179 14 Geldeston Road E5 8RQ Demolition of existing side-return extension (single storey). Construction of new side-return extension (single storey). New door opening to rear elevation in existing window position. Works to kitchen & rear ground floor rooms to create open-plan kitchen living space. (Raymond Okot 020 8356 8080)

2018/2717 52A Clapton Common E5 9AL Addition of a dropped kerb, to provide vehicular access onto the front garden and parking for 2 cars. (Sally Fraser 020 8356 4791)

The Clapton CAAC objects to the proposal on the grounds of the increase in parking, harm to the Conservation Area by virtue of it and the loss of front garden. We draw officer's attention to the report and reasons for refusal of 2018/1161 which apply in equal force in this proposal.
