The Clapton CAAC considered the revised proposals and feel they do not address our previous concerns which we submitted in May.
In particular the ground floor ceiling height is un-generous and leads to an oddly proportioned building and a top heavy roof element. We recognise there may be scope for a higher building but more elegantly proportioned and massed in relation to the Windsor Castle.
We continue to press for a commercial (ideally retail) use at ground floor to better preserve the working viability of the adjacent public house and improve the street scene and vitality of the street.

The Clapton CAAC supports the proposal generally though is unconvinced by the proposed glazed door in terms of it's probably harm to the appearance of the primary elevation and increased security risk to the building. There are a number of churches where a primary solid door serves as final exit but inside of which sit secondary glass doors, and with some sensitive joinery, we see no reason they could not work here.

The Clapton CAAC has no objection to the proposed lightwell but objects to the proposed mansard.
The roofline is particularly visible at this junction with Northwold Road, and the unbroken roofline at that point is a positive contributor to the Conservation Area. A solitary mansard would break that roofline and disturb the rhythm and harm the character of the Conservation Area.
2016/1963 73 Clapton Common LONDON E5 9AA Re-development of existing site (including demolition of existing building) to build a 3 storey (plus basement) synagogue (Class D1) including associated landscaping, waste storage and vehicular parking to the front of the building. The Clapton CAAC objects to the proposal as it will significantly harm the setting of the adjacent Conservation Area, and designated Clapton Terrace.
The consultation process and design evolution is laid out in the Design and Access statement and has resulted in an arbitrary scheme that concedes more to the applicant's aspirations that those of the neighbours. It is a simple site to develop but the proposal is deeply challenging. It borrows elements of (possibly very good) schemes elsewhere and juxtaposes them in this alien context, where they become awkward and insentitive.
The front elevation fails on every level. It is unyielding and obtrusive.
The heavily glazed side elevation is designed to emit significant light to reveal the hidden fenestrations to the streetscape after dusk and very late into the evenings. This is inappropriate in a dense urban context where it will significantly affect the amenity of neighbours and further detract from the heritage character of the area.
The poor rendering of CGIs might not be doing the design justice but it is still clear that the form and design are brutal and insensitive and make no concessions or reference to the surrounding context. The scheme will dominate the Common from any angle, day and night.
There is nowhere to go from here. The applicant must start again.

The Clapton CAAC feels the design is mediocre and somewhat arbitrary. The double valley roofline, without a parapet, is not in keeping and alien. The site represents an opportunity to reintroduce high quality design to the high street and increase the significance of its buildings. This fails to achieve that.
It is not clear what, if anything, the design references in the vicinity. Although windows and floors take their positions as levels from each other, the rest of the elevation is arbitrary and undistinguished.

Like the withdrawn 2015/4620 scheme, this submission remains pokey in layout and unduly constrained by the scheme's envelope. It is a visually more innovative design than its predecessor but goes to too far and comes off as odd and incongruous.

The Clapton CAAC objects to the proposal which is intrusive and disturbs the rhythm of hipped roof pairs and would harm the character of the Conservation Area. The 2003 consent and the examples of other roof extensions cited by the applicant pre-date the Conservation Area designation and are of limited use in this application.

We are uncertain why the CAAC has been reconsulted since our previous submission of 23 January 2016 which, as there are apparently no new proposals or documents, still stand:
"We object to the extractor flue as a large, glaring eyesore, grossly insensitive to its surroundings. Every adjacent building is either Grade II listed (Grove House and nos 2-8 Stamford Grove West) or locally-listed (Stamford Grove Mansions). It disrupts the view of anyone walking up the street. We welcome the LPA’s Enforcement notice."
