Clapton CAAC objects to this application. The argument that the house is 'sui generis' in terms of height is reason enough not to distinguish it further by the application of render in an unrendered brick terrace. The danger is always that permission granted will provide a precedent for further applications and the further loss of integrity.

CCAAC shares Hackney Borough's declared aim that the Mortuary should continue to serve its historic function, especially as it is a rare survival of a nineteenth century mortuary building and coroner's court still in operation. However, there is concern that the building's signiicance has been downgraded in the Heritage Assessment which accompanies the planning application.
The area encompassing St John's Churchyard forms part of the Clapton Square Conservation Area and lies within an Archaeological Priority Area in which have been found Palaeolithic and Mesolithic remains. The Historic England assessment of the AAP highlights the potential for future discoveries so this should be taken into consideration before building works are undertaken.
St John's Churchyard and its immediate environs lay at the heart of the historic village of Hackney from medieval times, and its inhabitants' lives from birth to death revolved for generations around their local church. This gives the Conservation Area an historical legibility and enhanced social significance over and above its purely architectural interest. Evidence of the area's development spans over six hundred years, ranging from the Grade I listed St Augustine's Tower (which served as the original mortuary during the cholera epidemics of the nineteenth century) to the locally listed 1891 Mortuary.
The historic interest of the Mortuary has survived into the twentieth and twenty-first centuries. Firstly by the involvement of celebrated pathologist Sir Bernard Spilsbury and by the building's association with "Operation Mincemeat", the Second World War hoax involving the planting of a corpse to deceive German intelligence about British military plans. In the twenty-first century, the unsolved murder of Marion Duignan, whole skeletal remains were found in a Hampstead Cemetery in February 1956, was featured in the media in 2015 when the Metropolitan Police revealed that it remained among their "cold cases" for investigation.
CCAAC are concerned about the proposal to rebuild and widen the arch to the main public frontage and its potential negative impact upon the visual appearance of the building. The changes proposed to the arched entrance and the removal and re-siting of the stone plaque commemorating the architect and builder carry with them the danger of impacting upon distinctive elements to the detriment of the Mortuary facade as a whole. The Heritage Assessment accompanying the planning application gives an acknowledgement of this as follows:
"Sensitive design may mitigate any negative impact on the visual appearance of the building and replace the brickwork with an appropriate substitute."
CCAAC is concerned that there is insufficient detail as to how such alterations are to be achieved and the impact upon the building's special architectural qualities, much of which relies upon its Victorian brickwork and fenestration.

Clapton CAAC stdrongly objects to this application. So large an advertising hoarding on the gable of the three-storey terrace will cause the eye to focus on whatever is being advertised and lose the long perspective towards Amhurst Road. The argument in the D&S of pre-existing advertising on the corner of Amhurst and Penbury is irrelevant since that hoarding is in the far distance. A further argument is that there can be no control of the nature of the advertising display - however garish it may be. The word 'eye-catching' is key both to the advertiser and to us, the objectors.

We believe that, had an application for such development been legitimately made, it would have been refused and that, therefore, retrospective permission should not be given.
