The Clapton CAAC has no objection to the proposal provided further details of the existing and proposed reinstated bays are secured and considered appropriate by conservation officers. Furthermore officers should secure a detailed excavation and construction management plan which demonstrate minimal harm to what officers have rightly described as a "fragile listed building".

The Clapton CAAC has no objection to the proposal.

 

2020/2424 359-363 Mare Street E8 1HY Temporary advertisement on scaffold for a period from 01/02/2021 to 01/10/2021. (Kelsi Bolstad 020 8356 4160)

The Clapton CAAC objects to the proposal. No details of work being done is provided so it is impossible to gauge if the time period proposed is the minimum required for the works. A lucrative advertising income provides a significant disincentive for any works to be completed rapidly and the scaffold - which is injurious to the street scene - to be removed. The proposed advertisement is large in comparison to elevation covered and the image of the building behind is of no help in mitigating the visual harm. Other precedents are of limited benefit and stand on their own merits. Here it is plainly an economic opportunity whose benefit is entirely private and 'architecturally dishonest'. It would be better to see the works going on in plain site and for as short a time as possible.

 

2020/2468 12-16 Rowe Lane E9 6EL Non-material amendment to application 2016/3868 dated 18/07/19 for the demolition of existing building and erection of part 3, part 4 storey building comprising 16 flats, 135sqm of business floorspace (Class B1) and associated individual private amenity spaces, cycle / refuse storage. The amendment is to regularise the development as built with a projection of the front facade at the junction with the property at 17 Rowe Lane. The relationship between these two applications is far from clear. The application form for the later application (2020/2468) implies officers find the earlier application (2020/2237) unsatisfactory but it has not been withdrawn. On the face of it the later application appears to reverse all that the first application sought and revert to the position of the extant consent but modestly proud of the adjacent building.

The drawings appear to contain modest fenestration changes with respect to the consented application (2016/37868). If the proposal seeks to regularise this then the description should say so. There have been no amendments - only discharges of condition - since the granting of the original consent (2016/37868). Save for one withdrawn application.

Planning consultation should not be a set of complex hurdles for the public to navigate. And this is exactly that.

Notwithstanding this considerable confusion we have no objection to either application in respect to the primary elevation with a marginal preference for the recess expressed in 2020/2237. Insofar as other changes are sought to be introduced we object on the grounds that the application offers insufficient explanation.

The Clapton CAAC has no objection to the proposal in principle but the detailed design is crude and rudimentary and would benefit from further detailing to retain some quality and relationship to the host building.

The Clapton CAAC has no objection to the proposal provided more details of the side extension materials are secured by condition. This is to ensure it does not end up being mostly flashing which will make it more obtrusive.

2020/2228 45 Fountayne Road N16 7ED Excavation and extension of the existing basement, erection of a glazed lightwell enclosure to the rear (Danny Huber 020 8356 1453)

The Clapton CAAC objects to the proposal. We note there is no details of water runoff from the underground extension, but in any event it creates an unpleasant living space and harms the amenity of the garden which will no longer support any growth above it. This is also harmful to biodiversity. In reality this application introduces a awkward 'patio' in the garden with an extended lightwell disconnecting the remaining part of the garden.
