Clapton CAAC June 2021

Planning Applications for Clapton CAAC meeting for 24 June 2021

2021/1811 57 Lower Clapton Road, E5 0NS Prior notification for change of use from estate agent (Use Class A2) to hot food restaurant/takeaway (Use Class A3) and installation of extract flue to the rear Prior Notification - Commercial (Lasma Putrina)

Clapton CAAC has no objection

2021/1446 Cascade Care, 42 Ickburgh Road, E5 8AD Single storey, ground floor rear extension. Full Planning Permission (Claire Moore)

We do not understand 'windows unknown at this stage': the plans ought to be detailed enough to make a comment. It should be a reserved matter for later consideration.

2021/1672 40 Ickburgh Road, E5 8AD Demolition and reconstruction of a rear extension and garden studio. Insertion of velux roof windows in side and rear extension. Removal of porches to front elevation, restoring to original state. Bike box to the front garden. Householder Planning (Kim Aukett)

This is one in a programme Newlon Housing Trust is undertaking - two of which are in this month's listing. The Trust is submitting a standard pattern regardless of whether the subject house is in a coonservation area or not. UPVC windows and doors are contrary to policy and should be refused. Soffits on the street are mainly timber. The colour scheme should be sensitive to the area and not left a free choice of the various occupants . The other application in this month's list is 2021/1521.

2021/1521 11 Ickburgh Road, E5 8AF Proposed replacement of existing windows, doors, fascias and soffits. Full Planning Permission (James Clark)

The other application in this month's list is 2021/1672.

2020/0699 4 Clapton Passage, E5 8HS Conversion of 1x3-bed basement and ground floor residential unit into 2 x residential units (1x studio and 1x2-bed), excavation of the basement to the rear, front lightwell alterations, elevational alterations, boundary treatment alterations, replacement external stair Full Planning Permission (Danny Huber)

Liveability: is this viable accommodation? We question the light in the basement. There are also problems with dustbins: an extra flat will produce more clutter.

2021/1750 17 Durlston Road, E5 8RP Erection of rear roof extensions over main roof slope and rear outrigger to infill the valley between the outrigger and main house and create an additional storey at second floor level including insertion of rooflights to front roof slope and rear roof slope of rear outrigger Householder Planning (Alix Hauser)

We have no objection in principle except for the full-width roof extension, against policy.

2021/1637 7 Hillstowe Street, E5 9QY Rear dormer loft extension. New windows/doors. Front elevation new render and brick works. Householder Planning (Kim Aukett)

Clapton CAAC has no objection

2021/1181 364 Mare Street, E8 1HR Demolition of infill extensions to create courtyard and mixed use redevelopment, constructing a part two and part four storey building to create 5 new retail units on ground floor and 5no. residential units on upper floors. Alterations to 364 Mare Street including internal reconfiguration and relocation of access to existing residential units and construction of a mansard roof; reconfiguration includes amalgamation of the existing first floor flats and the extension of one of the existing second floor flats to become a two storey flat. Associated landscaping and creation of bike storage area. Full Planning Permission (Claire Moore)

We refer to our earlier comment (copied hereafter) but we consider the scene as whole to be an enhancement to the Narrow Way. We have some hesitation over the silver cladding on the upper storey: due attention should be paid to detailing. OUR EARLIER COMMENT: 2020/2363 Oct 20: The application has a lot to commend it and encompasses some fine details and context-appropriate design. The courtyard is particularly welcome. However, some of the CGIs expose a potential over-dominating residential block to the east - which is probably a storey too high.

2021/1597 1 Sutton Place, E9 6EH - Replacement of patio doors and window on the third floor rear elevation with double glazed like for like. - Reinstate window within lower ground floor bathroom and insert a ventilation fan grill externally on side wall Householder Planning (Raymond Okot)

Clapton CAAC has no objection

2021/1420 29 St Johns Church Road, E9 6EJ Erection of a single storey ground floor rear side return extension. Householder Planning (Raymond Okot)

Clapton CAAC has no objection

2020/4226 National Trust, Sutton House, 2 - 4 Homerton High Street, E9 6JQ External alterations including repair and replacement of timber elements of conservatory and installation of light above main entrance door of conservatory. Internal alterations including creation of matwell and replacement of planters with storage within conservatory. Listed Building Consent (Alix Hauser)

Clapton CAAC has no objection

2021/0275 Yetev Lev Boys School, 111 - 115 Cazenove Road, N16 6AX Erection of a single storey roof extension to provide additional 7 classrooms at third floor level with rooftop playground; and extension of stairwell to provide access Full Planning Permission (Louise Prew)

The additional floor by reason of its height dominates the house to the east. The present pitched roof which has a pleasingly shallow angle is replaced by a clumsy rectangular block which is out of porportion with the well-managed arrangements of the host building. The addition of the roof playground surrounded by a glass wall raises the roof even higher. The school already has a large playground which causes annoyance to neighbours. A further playground will add to the noise. The noise assessment submitted is purely hypothetical given that there was no roof playground to test. There are statements made on supervision which are unenforceable e.g. supervision by 'at least 4 to 6' staff members. The meanings of English are subverted: the 'maximum capacity' is said to be 120 pupils - but that 'maximum' 'will not be exceeded where avoidable'. How can a 'maximum' be exceeded? Weekend and evening activity 'will be kept to a minimum' despite the school having set hours in its planning permissions. Far too many loopholes are included which will cause neighbours nuisance. This application should be refused.

2021/1787 22 Cazenove Road, N16 6BD Prior Approval for the erection of one additional storeys to the existing dwellinghouse to provide two self-contained residential units (Use Class C3) under Class AB of the The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended). Prior approval - new dwellings (Alix Hauser)

Clapton CAAC has no objection

2021/1832 34 Forburg Road, N16 6HS Single storey ground floor rear extension Full Planning Permission (Claire Moore)

Clapton CAAC has no objection

2021/1655 13 Chardmore Road, N16 6JA Erection of single storey ground floor rear/side extension with sukkah roof Householder Planning (Danny Huber)

Clapton CAAC has no objection

2021/1169 133 Osbaldeston Road, N16 6ND The amalgamation of two flats to create a 4 bedroom larger family unit; demolition of existing first floor extension and external staircase; and erection of a rear first floor extensions. Full Planning Permission (Erin Glancy)

There are no drawings - merely an assertion that the Officer's objection listed in the previous Refusal will be met.

2021/1733 133 Osbaldeston Road, N16 6ND The amalgamation of two flats to create a 4 bedroom larger family unit; Excavation at basement level including front lightwell Full Planning Permission (Erin Glancy)

It is impossible to make a reasoned judgement on this application because the plans are inadequate without dimensions. Basement appears to be exceptionally dark: living conditions may be substandard.

2021/1178 Annexed, Rear Of 2 To 28 Belfast Road, N16 6UH Demolition of existing building and erection of a two storey health centre building (Use Class E(e)) with associated roof plant and site landscaping Full Planning Permission (Gerard Livett)

The existing building is an under-appreciated industrial structure the merits of which deserve consideration and protection. We support the re-use of the land as an NHS surgery giving public benefit, but the proposed building could be so much more interesting.

2021/0523 53 Alkham Road, N16 7AA Enlargement of existing rear dormer roof extension; insertion of 3 x rooflights to front roof slopes, installation of new window to side elevation Full Planning Permission (Danny Huber)

The front roof extension is a dominating box contrary to Extensions Guidelines (3.70). The rear is fine but not inspired.

2021/1298 99 Benthal Road, N16 7AP Construction of rear dormer to main roof and installation of PV panels to offshot roof, with associated renewal of adjacent slating and lead flashings. Householder Planning (Raymond Okot)

2021/1549 141 Evering Road, N16 7BU Variation to conditions 1 (plans), 5 (sustainable drainage) and 8 (piling) of planning permission reference no. 2020/3363, dated 12/04/2021. Variations to condition 1 include alterations to and removal of glazing, repositioning the bin store. Variations to condition 5 seek to remove reference to 'no increase in surface water flow'. Variations to condition 8 include the replacement of the requirement for a piling method statement with an underpinning method statement. Removal/Variation of Condition(s) (Claire Moore)

Clapton CAAC has no objection

2021/1684 21 Darville Road, N16 7PT Rear extension at ground floor 6m from rear wall of main house. Height of 2.5m from current garden level at rear wall of main house. Householder Planning (Raymond Okot)
