Clapton CAAC July 2016

Planning Applications for Clapton CAAC Thursday 21 July 2016

2016/1803 Flat C, 11 Forburg Road, N16 6HP Erection of dormer roof extension at main roof level with rooflights to the rear and front roofslope. (Louise Smith 0208 356 8061)

The Clapton CAAC has no objection to the proposal.

2016/2231 57A Ickburgh Road, E5 8AF Erection of single-storey rear/side extension at lower ground floor level with enclosed courtyard, contemporary appearance with circular pivot window, rooflights with timber louvres; installation of French doors to rear elevation at lower ground floor level; associated refurbishment works (Tim Wild 0208 356 8253)

The Clapton CAAC has no objection to the proposal.

2016/2273 14A Forburg Road, N16 6HS Erection of single-width dormer extension to main rear roof; installation of rooflight to main rear roof; installation of two rooflights to main front roof (Tim Wild 0208 356 8253)

The Clapton CAAC has no objection to the proposal.

2016/2009 94 Reighton Road, E5 8SG Conversion of existing property to provide 3 self contained flats to include excavation to create new lower ground floor level with front and rear lightwells as well as extension at main roof level and single storey wrap/around extension to the rear. (Louise Smith 0208 356 8061)

The Clapton CAAC has no objection to the proposal in principle though asks that the roof extensions falls properly below the ridge of the rood and not at the same height. We also advise that the quality of the accommodation is checked as the layout is particularly haphazard.

2016/1463 408 Mare Street E8 1HP Erection of mansard roof extension and change of use of first floor B1 office and second and third floors to form a three bedroom maisonette; external rear staircase; and external alterations (Micheal Garvey 020 8356 8053)

The Clapton CAAC made comments on related Listed Building Consent last month (see 2016/1474). "The Clapton CAAC has no objection to the Listed Building Consent application nor the related planning application 2016/1463."

2016/1297 Lea View House Blocks A - C, Jessam Avenue E5 9DF Replacement of existing timber windows and doors with double glazed UPVC units. (James Carleton 020 8356 6345)

No comment - determined before the meeting.

2016/2271 1a Powell Road Hackney LONDON E5 8DJ Erection of a three storey building with one ground floor level office unit (Use Class B1) and four residential units with balconies, erection of a single storey cycle store and refuse stores (following demolition of an existing single storey building in use for vehicle repair (Use Class B2). For the purposes of consultation only: The proposed housing mix is 1x3bed, 2x2bed and 1x1bed. (Nick Bovaird 0208 356 8291)

The Clapton CAAC is unable to comment on this application as there are no documents online and none have been sent to the CAAC.

2016/1758 25 Fountayne Road N16 7EA Erection of a side roof extension, new dormer wing to rear of roof to form new loft room internally. Front rooflight and set back roof terrace (Simon Robert 02083566377)

The Clapton CAAC object to the side extension which breaks the established rhythm and symmetry of the pairs of semi detached houses and would harm the character of the Conservation Area.

2016/2395 25 Fountayne Road Hackney LONDON N16 7EA Erection of a rear roof terrace at first floor with a rear door access. (Simon Robert 02083566377)

The Clapton CAAC objects to the creation of a roof terrace on grounds of the loss of privacy and effect on amenity to the neighbouring properties.

2016/2430 70-72 Cazenove Road, N16 6AA Variation of condition 2 (temporary period of use) attached to planning permission ref 2014/1754 dated 12/11/2014 for the use of 70-72 Cazenove Road as a school for 180 pupils (use in association with 66-68 Cazenove Road with both sites accommodating 270 pupils). The variation would allow a further temporary period for the use, terminating on or before 31/08/2019. (Catherine Slade 020 8356 8056)

The Clapton CAAC notes that the temporary permission was granted, in part, in order to establish what harm, if any, the operation of the school would have on the area. The previous consent is therefore of limited material significant now we have the benefit of knowing the effect.

In fact the transport arrangement are, as we surmised they would be, particularly problematic and have required significant re-planning to alleviate the relative chaos during drop-offs and collections. This has resulted in a compromise arrangement involving use of Stoke Newington common for drop-offs and collection. The continued suitability and safety of this arrangement for an extended period must be carefully considered in collaboration with the other schools, transport and safety officers and the local police, and taking into account the views of the local people who endure the chaos on a daily basis.

2016/1582 52 Cazenove Road Hackney LONDON N16 6BJ Conversion of property into 2 x self-contained flats (compirising 1 x 1-bed flat at basement and 1 x family-sized unit on the ground and upper floors), including excavation to include the provision of front and rear front and rear lightwell, rear extension at first and second floors, new windows and external steps. (Louise Smith 0208 356 8061)

The Clapton CAAC has no objection to the proposal.

However we find the squaring off of the chamfered rear 'extension' a disappointment, especially for such little apparent gain. This is a charming characteristic that was established along Cazenove Road but we recognise has largely been lost in this block of houses. There is no roof plan but it is implied from the proposed rear elevation that the roof will be extended so that the eves meet the extended wall. This is far more satisfactory than the proposals opposite which employ a flat roof (see 2016/4628 & 2016/4629).

2016/2046 7 - 19 Amhurst Road Hackney E8 1LL Change of use of first to sixth floor of rear block from short stay accommodation (Use class C1) to a flexible/dual use as either serviced apartments (sui generis) or short stay accommodation (Use class C1) (Toyin Omodara 0208 356 8095)

The Clapton CAAC has no objection to the proposal.

2016/1717 35 Ickburgh Road Hackney E5 8AF Non Material amendment to planning permission 2015/4639 dated 21/03/2016 to allow the insertion of a window in the side elevation of the approved single storey rear extension. (Nick Bovaird 0208 356 8291)

The Clapton CAAC is unable to comment on this application as there is no drawing showing the proposed amendment.

2015/4628 45 Cazenove Road N16 6PA Erection of part single storey (at ground floor level), part three storey (at ground, first and second floor) side extension; introduction of pitched roof side dormer and 2.No roof lights to front elevation; and conversion of building from 2No. self-contained flats to 4No. self-contained flats For the purposes of consultation only: Existing accommodation comprises 1No. three bed unit and 1No. seven bed unit. Proposed accommodation comprises 1No. one bed unit, 1No. two bed unit, and 2No three bed units. (Catherine Slade 020 8356 8056)

The Clapton CAAC considered this with 2015/4629 where we assume both applications are substantially identical.

We object to the side roof extensions of both proposals as they interrupt the established rhythm of the terrace and the pairs of semi-detached roofs, harming the streetscene and the character of the Conservation Area.

The proposed squaring off and extension of the chamfered rear extension (a charming feature that remains on this side of the road) harms the character of the building, and whilst the retention of the roof pattern might be said to retain an echo of it, in fact the eves rest awkwardly upon the proposed flat roof only serves to reinforce the discordant feature. The current proposals for No 52 (opposite, 2016/1582) propose a similar, though more modest squaring off, though deal with the roof line more appropriately.

2015/4629 47 Cazenove Road N16 6PA Erection of part single storey (basement), part two storey (basement and ground floor) rear extension and part single storey, part two storey (first and second floor) and part three storey (ground, first and second floor) side and rear extension; introduction of front and rear lightwells; replacement of existing rear dormer with larger rear dormer and introduction pitched roof side dormer; introduction of 2No. roof lights to front elevation; conversion of building to 4No. self-contained residential units. For the purposes of consultation only: Proposed accommodation: 1.No two bed flats, 1.No two bed flats and 2No. three bed flats. (Catherine Slade 020 8356 8056)

The Clapton CAAC considered this last month however no proposed drawings were available (and they remain unavailable on the website. However we can assume what is proposed from the neighbouring application 2016/4628 where the joint elevations are shown.

We object to the side roof extensions of both proposals as they interrupt the established rhythm of the terrace and the pairs of semi-detached roofs, harming the streetscene and the character of the Conservation Area.

2016/2513 19 Sutton Square Hackney LONDON E9 6EQ Erection of single storey rear extension at lower floor and erection of a rear roof dormer associated with two front rooflights. (Simon Robert 02083566377)

The Clapton CAAC has no objection to the proposal.

2016/2328 46 Reighton Road E5 8SG Excavation of basement with rear lightwell, erection of two rear dormer windows and two front rooflights, erection of single storey rear extension to facilitate the conversion of a single family dwelling into three residential units. For the purposes of consultation only: The proposed housing mix is 1x1bed, 1x2bed and 1x3bed). (Nick Bovaird 0208 356 8291)

The Clapton CAAC has no objection to the proposal.

2016/1904 3 Stamford Grove West LONDON N16 6LJ Erection of a two storey building and associated landscaping (following demolition of existing garages) (Nick Bovaird 0208 356 8291)

The Clapton CAAC feels the proposal is an improvement on the dilapidated garages but that is all that can be said of it. It is a rather mean and undistinguished building in a street whose listed houses are one by one being well restored.

The proposal lacks the critical south facing elevation (the marked drawing is, in fact, east facing) which might explain the courtyard and boundary treatment which are omitted from the plans. The courtyard ought not be a car park or generally be open to the access path.

Given the listed context, samples of materials should be secured by condition.

2016/2298 115D Evering Road, N16 7SL Erection of a rear roof extension and insertion of three roof lights to front roof slope. (James Carleton 020 8356 6345)

The Clapton CAAC objects to the full width roof extension which should be drawn in from the party walls.

2016/1557 1 Fountayne Road N16 7EA External wall insulation and render finish to front and rear and left flank walls elevations and associated works. ()

The Clapton CAAC has no objection to the proposal, but notes there are no documents online and is inferring the nature of the application from 2016/1564.

2016/1546 Cliff Court, 4 Fountayne Road, N16 7DU External wall insulation and render finish to front and rear elevation and associated works. (Catherine Slade 020 8356 8056)

The Clapton CAAC has no objection to the proposal.

2016/1786 103 Lower Clapton Road Hackney LONDON E5 0NP Change of use of rear part of retail shop (Use Class A1) to provide self-contained residential unit (Use Class C3); External alterations including new window and door on rear elevation. (Gerard Livett 020 8356 8398)

The Clapton CAAC opposes the loss of retail/employment space which threatens the long-term viability of retail used of the site. The current trading circumstances should not be a consideration as plainly the shop could be in more active use, were it put to the marked.

2016/1769 43A Upper Clapton Road, E5 8AY Erection of six-storey building (sixth floor setback) containing seventeen (17) residential flats (C3 use class); five 3-bed, six 2-bed and six 1-bed; associated balconies/terraces at various levels; establishment of associated secure cycle (28 spaces) and refuse storage; removal and reinstatement of two vehicle crossings; removal of two trees and works within Root Protection Area of other trees; establishment of associated landscaping at ground level; associated establishment of green roof (Tim Wild 0208 356 8253)

No comment - not in CA, other side of railway line, no impact.

2016/2259 176 and 178 Brooke Road, E5 8AP 178 Brooke Road - Rear Garden (Robinia Psuedacacia): Fell to ground level and grind out stump and replant smaller species towards the rear of the garden. 176 Brooke Road - Front Garden (Fraxinus Excelsiour): Fell to ground level (Nick Jacobs 020 8356 8078)
