We object to the extractor flue as a large, glaring eyesore, grossly insensitive to its surroundings. Every adjacent building is either Grade II listed (Grove House and nos 2-8 Stamford Grove West) or locally-listed (Stamford Grove Mansions). It disrupts the view of anyone walking up the street. We welcome the LPA’s Enforcement notice.

However we suggest you are mindful of the plane tree, whose retention we support, however whose roots which, have lifted the footpath alongside the railway. The roots need protecting but inevitably the footpath will need some attention to remain safe and the proposed works may exacerbate on bring forward any such repairs which will need careful consideration to protect the tree.

It is not clear if the boundary is affected by the development. If it is to be modified it should be in keeping within keeping and the matter reserved pending detailed drawings.

The form and massing are broadly acceptable (and preferable to alternativer application 2015/4640) but the detailed design of the roof terrace is problematic - the result is an unappealing 'stockade'. We are concerned how it will it appear throughout the year as seasons affect the appearance.

The alternative application 2015/4574 is more successful.

This scheme is too tall and dominant. It detracts from the end of terrace by being the same height. It apes the rhythm of the terrace but none of the architectural language - in particular the fenestrations, which are a bit odd.

 

2015/4096 91 Lower Clapton Road E5 0NP Change of use of ground floor rear to 1 x 1 bed self contained dwelling (use class C3) and associated elevational alterations to the rear (Micheal Garvey)

No plans are available for this application, but in general the loss of retail in a viable employment area should be resisted.

The Clapton CAAC supported the related shopfront design. This more detailed design is broadly supported subject to further details of the proposed "top illumination" in the centre panel and fascia being provided and reviewed.

The application is not supported by any proof but in any event the premise of the application is wrong. It's not a single dwellinghouse so 10 years of continuous use needs to be established. In general the CAAC resists the loss of valid employment uses in a viable employment area.

No evidence has been submitted to justify exceeding the maximum 3m depth of rear additions stipulated in the Residential Extensions SPG. The proposed new rooms are both exceptionally generously proportioned at 28m2. In view of the loss of garden and lack of justification, we object.

This scheme, which is just outside the CA is poor designed and incoherent. The prominent elevation makes it more important to get right and as such the poor design risks affecting the setting of the CA negatively.

 

2015/4019 54-54a Clapton Common E5 9AL Demolition of existing residential buildings and erection of a seven-storey building at lower ground, ground and first to fifth floor levels to provide 19 self-contained residential units (1 x 1-bed, 9 x 2-bed and 9 x 3-bed); associated landscaping, cycle and refuse storage. We have some concerns over the design.

  1. The sukkah balconies need some refinement. The principle is sound and well considered but the CGI rendered views show them to be heavy additions to the elevations and the stalled profile may direct light awkwardly.
  2. The upper floor is ungainly and out of scale with the immediately adjacent buildings. The building would be more successful without it.
  3. The ground floor needs some further refinement to better present a more domestic and street-like presence.

The additional studio flats substandard (37m2), and the design is unsympathetic and does not enhance the host building, which has historic significance.

The Clapton CAAC would prefer a single source of reclaimed London Stock Brick to the front elevation. Timber windows to match neighbours should be secured by condition - the proposal seems to show different recesses.

 

2015/4147 248 Dalston Lane E8 1JG Erection of a mansard roof extension to create a 1-bedroom self-contained flat (Ronan O'Connor)

2015/1269 and 2012/1139 both literally IDENTICAL (see the dates on the documents) to this application and were refused. Notwithstanding the Clapton CAACs previous comments the LPA should refuse to determine the current application under s 70A of the 1990 Act, rather than refuse it, to avoid an appeal being made.

 

2016/0065 282 Dalston Lane E8 1JG Rear garden Sycamore - Crown reduce height by 1-2m, reduce lateral branches by 1-1.5m back to previous points of reduction leaving suitable secondary growth to form a smaller crown. (Nick Jacobs)
