Clapton CAAC December 2022

Planning Applications for Clapton CAAC meeting for 15 December 2022

2022/2366 182 Lower Clapton Road, E5 0QA Construction of a lower ground floor rear extension together with the erection of a rear roof extension, creation of a front lightwell, alterations to the fenestration pattern, installation of rooflights and replacement windows. Householder Planning (James Clark)

Clapton CAAC has no objection to this application.

2022/2465 6 Newick Road, E5 0RR Erection of a single storey rear outbuilding and a cycle store to the front garden Householder Planning (Danny Huber)

Clapton CAAC has no objection to this application but wonders whether the front cycle store will cut light to the basement.

2022/2718 163 Brooke Road, E5 8AG Installation of external wall insulation and rendering to the front elevation. Householder Planning (Erin Glancy)

Clapton CAAC objects to this application. The argument that the house is 'sui generis' in terms of height is reason enough not to distinguish it further by the application of render in an unrendered brick terrace. The danger is always that permission granted will provide a precedent for further applications and the further loss of integrity.

2022/2932 Hackney Public Mortuary, Rear Of 402 Mare Street, E8 1HP Internal and external alterations, including new extensions to north and south elevations (following demolition of existing extensions); new roof works and new plant and services Full Planning Permission (Gerard Livett)

CCAAC shares Hackney Borough's declared aim that the Mortuary should continue to serve its historic function, especially as it is a rare survival of a nineteenth century mortuary building and coroner's court still in operation. However, there is concern that the building's signiicance has been downgraded in the Heritage Assessment which accompanies the planning application.

The area encompassing St John's Churchyard forms part of the Clapton Square Conservation Area and lies within an Archaeological Priority Area in which have been found Palaeolithic and Mesolithic remains. The Historic England assessment of the AAP highlights the potential for future discoveries so this should be taken into consideration before building works are undertaken.

St John's Churchyard and its immediate environs lay at the heart of the historic village of Hackney from medieval times, and its inhabitants' lives from birth to death revolved for generations around their local church. This gives the Conservation Area an historical legibility and enhanced social significance over and above its purely architectural interest. Evidence of the area's development spans over six hundred years, ranging from the Grade I listed St Augustine's Tower (which served as the original mortuary during the cholera epidemics of the nineteenth century) to the locally listed 1891 Mortuary.

The historic interest of the Mortuary has survived into the twentieth and twenty-first centuries. Firstly by the involvement of celebrated pathologist Sir Bernard Spilsbury and by the building's association with "Operation Mincemeat", the Second World War hoax involving the planting of a corpse to deceive German intelligence about British military plans. In the twenty-first century, the unsolved murder of Marion Duignan, whole skeletal remains were found in a Hampstead Cemetery in February 1956, was featured in the media in 2015 when the Metropolitan Police revealed that it remained among their "cold cases" for investigation.

CCAAC are concerned about the proposal to rebuild and widen the arch to the main public frontage and its potential negative impact upon the visual appearance of the building. The changes proposed to the arched entrance and the removal and re-siting of the stone plaque commemorating the architect and builder carry with them the danger of impacting upon distinctive elements to the detriment of the Mortuary facade as a whole. The Heritage Assessment accompanying the planning application gives an acknowledgement of this as follows:

"Sensitive design may mitigate any negative impact on the visual appearance of the building and replace the brickwork with an appropriate substitute."

CCAAC is concerned that there is insufficient detail as to how such alterations are to be achieved and the impact upon the building's special architectural qualities, much of which relies upon its Victorian brickwork and fenestration.

2022/2519 The Quarter Store, Basement And Ground Floors, 358 Mare Street, E8 1HR Proposed change of use from Sui-Generis coffee-shop and wine selling into a Sui-Generis Hot-food Takeaway. Installation of an extractor fan at the rear of the property. Full Planning Permission (Raymond Okot)

Clapton CAAC has no objection to this application so long as the extractor fan at the rear will not cause a nuisance to flats behind.

2022/2640 Spandeli, 246 Dalston Lane, E8 1JG Display of a non-illuminated advertising hoarding measuring 6m x 4.7m on the eastern facade of the building. Advertisement Consent (Alix Hauser)

Clapton CAAC stdrongly objects to this application. So large an advertising hoarding on the gable of the three-storey terrace will cause the eye to focus on whatever is being advertised and lose the long perspective towards Amhurst Road. The argument in the D&S of pre-existing advertising on the corner of Amhurst and Penbury is irrelevant since that hoarding is in the far distance. A further argument is that there can be no control of the nature of the advertising display - however garish it may be. The word 'eye-catching' is key both to the advertiser and to us, the objectors.

2022/2584 34 Forburg Road, N16 6HS Erection of rear ground floor infill extension Householder Planning (Thomas Russell)

We question whether the alterations made following the earlier refusal are sufficient to render the application acceptable.

2022/2648 58 Forburg Road, N16 6HT Erection of a rear dormer Full Planning Permission (Alishba Emanuel)

Clapton CAAC has no objection. We believe, however, that all applications in a CA ought to provide a D&A report. This application has none.

2022/2776 58 Forburg Road, N16 6HT Erection of single storey Rear/Side extension and installation of rear dormer Householder Planning (Alishba Emanuel)

This application follows a refusal. The new application appears to be for an extension on an extension and therefore impermissable.

2022/2404 Flat A, 110 Osbaldeston Road, N16 6NL Conversion of three flats into two flats, and erection of a two storey rear extension at basement, and ground floor, and rear dormer extension. Full Planning Permission (Micheal Garvey)

Clapton CAAC has no objection to this application.

2022/2720 92-94 Osbaldeston Road, N16 6NL Erection of single storey first floor rear extensions at nos. 92 and 94. Full Planning Permission (Danny Huber)

Clapton CAAC has no objection to this application.

2022/2690 91 Osbaldeston Road, N16 6NP Partial Retrospective Application for the erection of ground floor rear extension; Excavation of basement; installation of a front and rear lightwells Householder Planning (Alishba Emanuel)

Clapton CAAC objects to this retrospective application. The basement occupies virtually the whole back garden making it unlikely that any planting would be possible. We believe that, had an application for such development been legitimately made, it would have been refused and that, therefore, retrospective permission should not be given.

2022/2644 Basement And Ground Floor Flat, 144 Evering Road, N16 7BD Erection of single story rear extension Full Planning Permission (Thomas Russell)

Clapton CAAC has no objection. We believe, however, that all applications in a CA ought to provide a D&A report. This application has none.

2022/2909 118 Evering Road, N16 7BD Replacement of existing slate roof tiles with new natural slate roof tiles together with new fascias, soffits and rainwater goods. Full Planning Permission (James Clark)

Often in the past we have criticised Newlon Housing Association for their insensitive plans. It is with pleasure, then, that we welcome proposals that are sympathetic to the host building.

2022/2654 Flat A, 47 Maury Road, N16 7BP Erection of a single storey ground floor rear extension Full Planning Permission (Danny Huber)

Clapton CAAC has no objection to this application. The plans, however, do not give dimensions though the drawings show the extension to be similar to neighbouring structures.

2022/2903 28 Benthal Road, N16 7BX Proposed replacement of existing roof with natural slate tiles, timber soffits and fascias Full Planning Permission (Alishba Emanuel)

Often in the past we have criticised Newlon Housing Association for their insensitive plans. It is with pleasure, then, that we welcome proposals that are sympathetic to the host building.

2022/2895 Flat 1, 31 Fountayne Road, N16 7EA Erection of ground floor rear extension Full Planning Permission (Thomas Russell)

Clapton CAAC objects to this application. A four-metre extension is beyond the permitted 3 metres and is an example of 'extension creep' which should be resisted. 4 metres today, 5 metres tomorrow ...

2022/2816 23 Stoke Newington Common, N16 7ER Erection of a single storey ground rear/side extension including alterations Householder Planning (Alishba Emanuel)

No dimensions are given on the plans but it appears the infill, by projecting considerably beyond the outer wall of the back extension is more than 3 metres.

2022/2801 Community Flat, 20 Clevedon Close, N16 7LD Change of use from community centre (Use Class F2) to residential unit (Use Class C3) including installation of cycle store. Full Planning Permission (Alix Hauser)

Clapton CAAC has no objection to this application.

2022/2799 62 Brooke Road, N16 7RU Demolition of existing single storey extension and erection of rear/side infill extension Householder Planning (Alishba Emanuel)

Clapton CAAC has no objection to this application.
