2020/3353 52a Clapton Common, E5 9AL Installation of dropped kerb to provide vehicular access and space for two vehicles in front garden; alterations to front boundary treatment to include a gate (Louise Prew) [Application Consultation/Publicity]

This application only addresses one of previous reasons for refusal. Although reconfigured, there still remains harm to the visual appearance of the conservation area and host building. No configuration of the application can address the harm and risk to pedestrian access and this rather tight space for two cars will likely leads to a further incursion in to the garden space that that illustrated which will be all but impossible to enforce against. The claim that this new configuration results in a net gain of one space would be contrary to Hackney's car-free development policy and would still result in the loss of one street space - ie the privatisation of one space. The area is heavily congested with contentious car use and this application can only exacerbate that.

The Clapton CAAC has no objection to the proposal provided further details of the existing and proposed reinstated bays are secured and considered appropriate by conservation officers. Furthermore officers should secure a detailed excavation and construction management plan which demonstrate minimal harm to what officers have rightly described as a fragile listed building. 2020/3659 145 Upper Clapton Road, E5 9DB Retrospective application for the retention of 'as-built' three-storey synagogue (use class F1(f)). Proposed works to include enlargement of existing basement with installation of door on western elevation and replacement of windows on southern and eastern elevations. The Clapton CAAC is troubled by the extra height of the top-heavy mansard but feels the most significant problems with appearance must be remedied by replacing the windows. The as-built fenestrations are poor quality with a poor appearance that fail to respect the regularity, order, scale and rhythms established on the street and even echoed by the new synagogue elevation.

The Clapton CAAC has no objection to the proposal.


2020/3389 5 Filey Avenue, N16 6NU Erection of two storey new dwelling to form 1 bedroom house (Micheal Garvey) [Application Consultation/Publicity]

The Clapton CAAC objects to this crude application which lacks any refined or detailed design thought. There is substantial loss - well over 50% of the garden/amenity of 5 Filey Ave. There is limited amenity for new dwelling too.


2020/3464 50 Osbaldeston Road, N16 7DR Erection of 3 storey rear extension; rear & side roof extension; new front rooflights and extension to front turret roof (This is a new application submitted due to I.T. issues experienced by the Council. The proposal is crude overdevelopment with a particularly obtrusive and harmful roof side-extension, which is contrary to policy. [Comments as per Oct 20: 2020/2181]
