The Clapton CAAC has no objection to the proposal and notes that whilst three rooflights are contrary to guidance, are preferable to two in this particular location and arrangement.

2015/3638 Land to rear of 119 Evering Road N16 7SL Demolition of existing garage and erection of three-storey single dwellinghouse at basement, ground and first floor levels. Dwellinghouse would front onto Benthal Road. [Note for consultation: Revised drawing received.] [Note for consultation: Revised drawings received. The Clapton CAAC welcomes the removal of the roof terrace but is still concerned about the poor quality of the design. The siting of the proposal, projecting in front of the adjacent terrace, risks detracting significantly from it and harming the character of the Conservation Area. The proposal makes literally no acknowledgment of its context, makes no references to it nor respects any of its characteristics. Whereas an exemplary modern design may, in certain circumstances, enhance a conservation area without referencing it, this insipid, uninspiring box fails to do that and risks significant harm to the character of the conservation area. The drawings remain lacking in any detail which instil any confidence that the scheme will be well executed in any event.

The Clapton CAAC has no objection to the proposal, except to say we would prefer the expression of the single mono-block dormer as two separate dormers, set apart from each other and the party wall that separates them. The design and access statement is repeatedly inconsistent in its language and it is not clear if the dormer is supposed to be one large dormer ot two.

The Clapton CAAC has no objection to the proposal in principle but object to removal of chimney stack and the additional entrance on the front boundary wall. Neither are necessary to implement the scheme and both harm the character of the conservation area by disturbing the established rhythm of the roof pattern and boundaries respectively.

The Clapton CAAC has no objection to the proposal in principle and see no negative effect on the neighbouring Conservation Area. However we draw officers' attention to the ground floor design and in particular observe: 1) that the commercial is a token gesture and patently designed with future residential use in mind. The applicant must be made to properly market the unit at a reasonable rate and without harming its viability through the adjacent residential uses, before seeking any change of use in the future. 2) that the proposed ground floor flat does not have its own entrance, which would be preferable for its positive impact on the streetscape, natural surveillance, and improved urban design.
