Planning Applications for Clapton CAAC 19 April 2018

 

2018/0973 22 Clapton Passage E5 8HS Replacement of existing single glazed timber windows with double glazed uPVC framed windows and replacement of rainwater guttering. (Alix Hauser 020 8356 6377)

For the reasons well-rehearsed in the substantially similar refused application 2017/3166, The Clapton CAAC objects to the replacement of timber windows with uPVC. We note, in particular the arguments advanced in para 4.8 of the Residential Extensions and Alterations SPD, and the strong wording in the more recent Sustainable Design and Construction SPD which assert that "PVC windows are not acceptable... within conservation areas..."

On visual appearance alone, by virtue of its inappropriate material, this application would harm the character and appearance of the CA and subverts the integrity, quality and longevity of timber sash windows, and is not a form of sustainable development.

 

2018/1102 387 Mare Street E8 1HY Installation of new shopfront at ground floor level. (Alix Hauser 020 8356 6377)

The Clapton CAAC objects to the proposal as it both fails to improve the existing shopfront and does not draw sufficiently on the Shopfront Design Guide. We find the choice of colours particularly obtrusive. As a result the proposal will harm the appearance of the Conservation Area.

 

2017/4780 Flat A 69 Chardmore Road N16 6JA Erection of part single storey, part two storey side and rear extension over basement and ground floor levels, including excavation of increased floor to ceiling height of basement accommodation, excavation of rear lightwells and increased depth (vertically) to front lightwell, and removal of rear external staircase (Catherine Slade 020 8356 8056)

The Clapton CAAC has no objection to the proposed front excavation but objects to the rear extension which is a massive overdevelopment and is not subservient to the host building.

 

2018/0675 Second Floor Flat 7 Stoke Newington Common N16 7ES Erection of side and rear dormers and 2No. rooflights to front roofslope (Catherine Slade 020 8356 8056)

The Clapton CAAC has no objection to the proposal.

 

2018/0716 Flat A 67 Geldeston Road E5 8SD Erection of a single storey rear outbuilding ancillary to the host property. (Danny Huber 020 8356 1453)

The Clapton CAAC has no objection save to observe that the deck and outbuilding, together, cover the vast majority of the natural garden with hard surface, to the detriment of the natural environment and quality of the amenity.

 

2018/0875 Flat 3 Cedarwood Court 78 Clapton Common E5 9FU Amalgamation of two flats (one 1-bed and one 3-bed) to create one 4-bedroomed flat (Danny Huber 020 8356 1453)

The Clapton CAAC has no objection to the proposal, provided the external appearance is unaffected (as stated in the Design and Access Statement).

The Clapton CAAC has no objection to the proposal.

 

2018/0513 109 Downs Road E5 8DA Alterations to the existing basement level including enlargement of the existing front lightwell to accomodate access via stairs, provision of access stairs within the rear lightwell, new glazed doors at the front and rear elevation and provision of a new window at the western elevation of the basement as well as minor alterations to the front forecourt area at the ground floor level. The Clapton CAAC has no objection to the proposal.

 

2018/0855 First floor flat (first and second floor maisonette) 38 Powell Road E5 8DJ Conversion of the existing self-contained flat at first and second floor level to provide two self-contained flats; erection of a rear extension at the second floor level; erection of a rear dormer extension to the main roof form and insertion of two roof lights to the front roof slope. (Elliott Doumanis 020 8356 1804)

The Clapton CAAC objects to the three front rooflights which could readily be restricting to two, in line with the existing fenestrations. The front wall (which we note could not be built to a height of 1m without dividing the bricks horizontally) should, instead be a dwarf wall with a railing on top of the usual form and style in the Conservation Area - black painted with finials. The proposed rear extension, whilst modest in scale, when considered in the context of the group of four terraced houses, is in an unduly prominent position and would harm the appearance of, and unbalance, the terrace and would fail to preserve or enhance the appearance of the Conservation Area. Taken in conjunction with the further application for a ground floor extension (2018/0886), the proposals together are an overdevelopment of the property.

 

2018/0886 Ground Floor Flat 38 Powell Road E5 8DJ Erection of single storey rear/side (wrap-around) extension at the ground floor level to accomodate an additional bedroom and alterations to the front boundary treatement. (Elliott Doumanis 020 8356 1804)

Whilst in principle the Clapton CAAC has no objection to the proposed rear extension, the application lacks sufficient detail to give us confidence that its execution won't harm the appearance of the host building and the group of four properties in the short terrace. See also our comments on 2018/0855.

 

2018/1046 178 Evering Road E5 8AJ Variation of condition 1 (Development in accordance with plan) attached to planning permission ref 2017/0780 dated 23/05/2017 for the erection of rear dormer extension to main roof and altered layout of 1-bed flat.The variation would allow minor amendments on the plans to be included as part of the permission. The Clapton CAAC has no objection to the proposal.

 

2018/0962 192 Evering Road E5 8AJ Retention of rear garden boundary wall and raised platform (Jeni Cowan 020 8356 1371)

The Clapton CAAC notes the brutal, rudimentary, unrefined, impermeable nature of the wall and feels its existence is to the detriment of the neighbours and the Conservation Area generally.

 

2018/0851 Ground Floor Flat 221 Evering Road E5 8AL Conversion of 1x3 bedroom flat into 2no self-contained flats (2x3 bed); excavation of basement and associated front and rear lightwells; single storey side/rear extension (Jeni Cowan 020 8356 1371)

The Clapton CAAC has no objection to the proposal.

The Clapton CAAC has no objection to the proposal.

 

2018/0935 46 Clarence Mews E5 8HL Erection of a part 2-, 3- and 4-storey building (including lower ground floor) comprising 6 self-contained flats. (Liz Sullivan 020 8356 1667)

The Clapton CAAC has no objecion to the broad architectural style and individual expression of the proposal, given the eclecticism of the mews. However we find the relationship between the mews elevation and its neighbour to the south not altogether successful and suggest the form and elevation need more work. Similarly the elevation facing the rear of Clapton Square it similarly unresolved, in particular in regard to the relative quantity of brick at the parapet level compared with that between the ground and first floor windows, which has the effect of unbalancing the elevation. We note the comments of the Hackney Society Planning Group and agree that there needs to be further investigations into the relationship of the proposal to the rear of Clapton Square.

 

2018/1138 89-91 Lower Clapton Road E5 0NP Proposed land use swap at 89-91 Lower Clapton Road for the use of the ground floor unit at 89 Lower Clapton Road as a retail unit (Class A1) from a Nail Bar (sui generis) and the use of the ground floor unit at 91 Lower Clapton Road as a Nail Bar (Sui Generis) from a retail unit (Class A1). The Clapton CAAC agrees with the assessment of the Hackney Society Planning Group (whose comments we have seen in draft) and recognise that this is a difficult side and needs a proposal that better considers its relationship to its future neighbours on all sides.

 

2018/0563 7 Reighton Road E5 8SQ Excavation of front and rear lightwells; lowered basement floor level to provide ancillary space to ground floor unit; elevational alterations to include new patio doors at ground floor level and a replacement window at ground floor (Nick Bovaird 0208 356 8291)

The Clapton CAAC is unable to assess this application as there are multiple drawings with identical dates, numbers and descriptions but with differing design details.

 

2018/0509 Flats A and B 147 Brooke Road N16 7RP Joint application for replacement windows to front and rear. (Nick Bovaird 0208 356 8291)

The Clapton CAAC has no objection to the proposal.

 

2018/0585 31 Jenner Road N16 7SB Erection of part single storey, part two storey rear extensions with rear external stair; erection of bin storage in front setback; changes to front boundary treatment; to facilitate the conversion of a single family dwelling into three self contained Flats. (Nick Bovaird 0208 356 8291)

The Clapton CAAC is unable to fully assess this application as there is no rear elevation or contextual plans, but we note in plan that the rear extension appears to be excessive at nearly 6m in length.

 

2018/1098 43 Norcott Road N16 7EJ Non-material amendment to planning permission 2017/1861 dated 02/08/2017. Amendment to include the addition of a sloping roof to the rear infill extension with partial obscuring of the first floor window. (Patrick O'Connor 020 8356 8293)

The Clapton CAAC is unable to assess this application as there are no drawings of proposed amendment
