Clapton CAAC March 2021

Planning Applications for Clapton CAAC meeting for 18 March 2021

2021/0619 15 Ickburgh Road, E5 8AF Rear and side return extension at ground floor level and associated changes to existing external staircase Full Planning Permission (Kim Aukett)

The Clapton CAAC has no objection to the proposal.

2021/0037 10 Clapton Square, E5 8HP Proposed redevelopment of an existing 5 storey Georgian terrace House, with a change of use at basement and the rear ground floor from Light Industrial (B1C use class) to residential use. Internal reconfiguration to form two 3-bed residential units. Demolition of the existing rear single storey commercial link building at ground floor level. Building is Grade II Listed Full Planning Permission (Kim Aukett)

The Clapton CAAC is troubled by the vagueness of proposals to cover up internal historic elements of the listed building and the clumsiness of the access to the outdoor amenity - which occupies considerable footprint, in part due to its complexity.

2020/4101 71 Durlston Road, E5 8RP Construction of a rear dormer extending over main roof slope and the rear outrigger (in part) and insertion of 2 no. front roof lights and 2no. roof lights in the rear outrigger Householder Planning (Claire Moore)

The Clapton CAAC has no objection to the proposal.

2021/0362 Flat 2, 6 Reighton Road, E5 8SG Installation of window in the side elevation at first floor level. Full Planning Permission (Alix Hauser)

The Clapton CAAC has no objection to the proposal.

2021/0035 116 Fletching Road, E5 9QR Part retrospective planning application for garden room with cavity underneath for storage. Permission for all windows to be changed on all elevations. Velux to rear sloping roof Full Planning Permission (James Clark)

The Clapton CAAC finds this application perplexing. It makes inefficient use of the garden by creating a staircase to a dark subterranean room where a surface level shed may suffice and be more efficient in garden use. The need for so many rooflights is not sufficiently explained as there are no plan drawings to support the application.

2020/3752 and 2021/0494 146a Lea Bridge Road, E5 9RF Works to repair the existing low stone wall boundary fence adding metal railings, to include a new north facing entrance gate with timber posts and metal gates. Full Planning Permission and Listed Building Consent (Gerard Livett)

The Clapton CAAC has no objection to the proposal. However the drawings lack sufficient detail for a Listed Building application. The success of the built gateway is dependent on matters of detail - size and materials must either be secured by condition or ahead of consent.

2021/0677 National Trust, Sutton House, 2 - 4 Homerton High Street, E9 6JQ Installation of access hatch in ceiling of second floor office at south-west part of the building Listed Building Consent (Gerard Livett)

The Clapton CAAC has no objection to the proposal.

2021/0292 34 Forburg Road, N16 6HS Amalgamation of flats (34A and 34B) to create a 5 bedroom family dwellinghouse and the associated construction of a rear roof dormer and insertion of 3no. front roof lights associated with a loft conversion. Full Planning Permission (Claire Moore)

The Clapton CAAC has no objection to the proposal but note the D&AS mentions infill extension which isn't otherwise part of the proposal.

2021/0311 34 Forburg Road, N16 6HS Construction of a rear roof dormer and insertion of 3no. front roof lights associated with a loft conversion. Full Planning Permission (Claire Moore)

The Clapton CAAC has no objection to the proposal.

2021/0741 80 Forburg Road, N16 6HT Erection of single storey rear and side infill extension Householder Planning (Micheal Garvey)

The Clapton CAAC has no objection to the proposal.

2021/0348 103 Osbaldeston Road, N16 6NP Erection of front lightwell and railings. Full Planning Permission (Kelsi Bolstad)

The Clapton CAAC has no objection to the proposal.

2020/3977 30 Braydon Road, N16 6QB Erection of single storey rear and single storey side 'infill' extension and extension of basement under enlarged ground floor. Formation of front and rear lightwells with stairs up to ground level. Householder Planning (James Clark)

The Clapton CAAC has no objection to the proposal.

2021/0029 93 Benthal Road, N16 7AP Erection of a ground floor rear/side infill side extension; replacement of existing pitched roof with a flat roof and associated works. Householder Planning (Raymond Okot)

The Clapton CAAC has no objection to the proposal.

2021/0445 50 Osbaldeston Road, N16 7DR Erection of 2 storey rear extension; rear & side roof extension; new front rooflights and extension to front turret roof. Full Planning Permission (Micheal Garvey)

The Clapton CAAC objects to this over development and destruction of the roof form which the introduction of the Conservation Area (which the neighbouring 'precedents' pre-date) are intended protect. Further erosion is to be protected.

2020/3884 Cliff Court, 4 Fountayne Road, N16 7DU Erection of a roof extension and raising of parapet walls to facilitate creation of 2 x self contained 1 bed flats Full Planning Permission (Danny Huber)

The Clapton CAAC has no objection to the proposal.

2021/0488 First Floor Flat, 22 Northwold Road, N16 7EP Insertion of 4 x rooflights to main roof slopes and 1 rooflight to roof of rear outrigger; replacement of roof tiles Full Planning Permission (Danny Huber)

The Clapton CAAC has no objection to the proposal.

2021/0617 Nonet House, 131 - 133 Lower Clapton Road, Hackney, Variation of condition 2 (approved drawings) attached to planning permission 2016/1349 dated 15/04/2016. Effect of variation would be to alter internal layouts, change the fenestration pattern on the Lower Clapton Road elevation, change brickwork detailing on Lower Clapton Road elevation; change to Lower Clapton Road parapet level Removal/Variation of Condition(s) (Gerard Livett)

The Clapton CAAC finds the drawings are inadequately labeled to be able to distinguish proposed from consented, but insofar as the development description refers solely to changes to Lower Clapton Rd, we are in no doubt it would benefit from significant improvement to the 'as-built' elevations which are poor. In particular the windowless element on the roof, and the vents poking through the 'blind windows'. If it is consent to the 'as-built' form that is sought then we object on the grounds of quality and harm to the streetscene, setting of the adjacent building and conservation area.
